Petition for Leave to Appeal Denied.

In the exercise of this Court's supervisory authority, the Appellate Court, First District, is directed to vacate its judgment in Better Government Association v. Metropolitan Pier, case No. 1-19-0697 (11/30/20). The appellate court is directed to remand the case to the circuit court to develop the evidentiary record necessary for a fact specific inquiry on whether the documents at issue directly relate to a government function. Upon conducting a fact specific inquiry, as contemplated in Rushton v. Department of Corrections, 2019 IL 124552, ¶28, the circuit court shall reconsider its finding that the documents at issue directly relate to a government function.
